The intelligence agency is the part of Hearts of Iron IV that runs on patience: operatives take time to recruit, operations take time to prepare, and decryption takes longer than either. This guide covers what the agency is made of, which upgrade branch does what, and where the time actually goes.

Operatives
Main article: Operatives Operatives are field agents capable of carrying out espionage under an intelligence agency. Similar to commanders and scientists , they have their own names, portraits, traits , and skill levels , and they can gain experience and additional traits through missions and operations .
Missions and operations
Main article: Missions Operatives can perform various missions on the map. The strength and impact of a mission generally depends on the size and strength of your spy network.
Main article: Operations Operations become available to you after sufficient intel network has been established in the target country. All available operations can be found under the "Operations" tab in your Intelligence agency.
The five upgrade branches
Every branch costs the same currency — time and civilian factories — so the order you take them in is the only real decision:

Cryptology
Cipher decryption mechanic uses two stats: Cryptology level and Decryption power . Cryptology level can be described as a defensive stat for your ciphers, while Decryption power is your offensive stat. Every day, your Decryption power adds up towards decryption of selected ciphers. In order to decrypt an enemy's cipher, you have to accumulate your Decryption power until it reaches your opponent's Cryptology level .
The Spy Master
Once a country has upgraded its agency at least 3 times, is independent or a high-autonomy puppet ( Dominion , Satellite , Imperial Subject , Supervised state ), and is a part of a faction , it can choose to invest 50 to become its faction's Spy Master. Each faction can have at most one Spy Master at a time, though any faction member can invest 50 to take over as Spy Master. The number of extra operative slots gained from being a Spy Master depends on the number of at least semi-independent countries in your faction and the size of their industry.
Intelligence is a long game against a clock you do not control. Recruiting, upgrading and decrypting all run on their own timers, so an agency started once the war is already on will not finish anything that changes it — the countries that get value out of intelligence are the ones that began building before they needed it.

- Operatives are lost, not spent. A captured agent is gone along with the traits you spent years building.
- The console can skip all of it —
Agency.Instant,Agency.Autocomplete,Operation.instant— but only in a game where ironman is off, which means no achievements.
