On an unarmored target, a gun simply does its listed damage number to health — if a gun does 37 damage and you hit an unarmored chest, that's 37 health damage. The moment armor enters the equation, the gun's armor penetration number takes over: it becomes the amount of armor damage dealt until the vest breaks, at which point the gun reverts to dealing flesh damage.
